DNR Contracting for the Procurement of Goods and Services
DNR Contracting for the Procurement of Goods and Services is rooted in the foundation of Washington’s procurement law for goods and services (RCW 39.26). The law requires that, unless exempted or excepted, agency purchases and/or contracts for goods/services must be competitively solicited and awarded. This is intended to promote open competition and transparency for contracts for goods and services entered by state agencies.
DNR's Procurement of Goods and Services adheres to statewide policies and rules established by The Department of Enterprise Services (DES). DES also manages many statewide contracts for goods and services.
DNR is actively seeking to contract with small, diverse, and veteran-owned Washington businesses. We encourage businesses to register in the WEBS system to be notified about current contracting opportunities with DNR and other state agencies. - Emergency Contracts

Washington state's procurement law for goods and services (RCW 39.26.130(2)) requires DNR make emergency contracts available for public inspection within ten business days following the commencement of work or execution of the contract, whichever comes first. Please refer to DES Policy DES-130-00 for additional requirements related to emergency procurement and purchases.

- Sole Source Contracts

Washington state's procurement law for goods and services RCW 39.26.140(1) requires DNR make sole source contracts available for a period of not less than fifteen business days before the proposed starting date of the contract. Please refer to the Washington Department of Enterprise Services DES Policy POL-DES-140-00 for additional information.

- Supplier Diversity

Supplier Diversity is a Department of Enterprise Services policy with strategic initiatives aimed at promoting the inclusion and growth of small, diverse, and veteran-owned businesses in the procurement process.
Washington state's procurement law for goods and services, RCW 39.26 guides how government agencies buy goods and services. It gives the Department of Enterprise Services (DES) the authority to set rules. One key rule allows agencies to look at more than just price when choosing a bid—they can also consider “best value criteria,” like if a bid encourages diverse contractor participation.
There are eight Implementation Strategies identified in the DES Policy. DNR has implemented and actively supports these strategies including Forecasting, Outreach, and use of the Access Equity system
- Access Equity

The Office of Minority and Women Owned Business (OMWBE) has implemented a Business Diversity Management system called Access Equity for state agencies and educational institutions to capture and automate reporting of subcontractor spend.
The system supports Supplier Diversity efforts by providing a system for Prime Contractors to enter information and payments for all subcontractors intended to be used under their respective contract. All DNR contracts that utilize subcontractors are required to report and confirm receipt of payments through Access Equity.
OMWBE provides training and user guides for using Access Equity. Contractors should be aware that day-to-day input in the system should take minimal effort to fulfill.

- Forecasting

DES Supplier Diversity Policy 090-06 includes specific implementation strategies to support supplier diversity goals including forecasting agency spending. The policy requires all state agencies to develop and publicly post an annual forecast of their anticipated contracting and procurement opportunities. DNR fulfills this requirement by posting a "Forecasted Needs Report" on our website by October 1st annually.
This transparency serves two purposes: it provides advance notice to the business community, giving small and diverse firms more time to prepare, and it encourages the agency to engage in forward-looking planning.

- Outreach Events

DES Supplier Diversity Policy 090-06 includes specific implementation strategies to support supplier diversity goals including posting planned attendance at outreach events.
DNR actively participates in business community events. This includes sponsoring or attending trade shows, regional contracting forums, and meetings of business associations. This provides a venue to build relationships and communicate contracting opportunities to a broad audience.
