Carlo Davis is the Chief of Staff at the Department of Natural Resources under Commissioner of Public Lands Hilary Franz.
 
Carlo joined DNR as the agency’s Communications Director in 2017. In 2020, he was promoted to Chief of Staff. Prior to joining DNR, Carlo was a Senior Adviser to the mayor of Seattle. While there, he led on initiatives such as the $15/hr minimum wage. In 2016, he took a sabbatical from the mayor’s office to manage the campaign of an initiative (I-1433) that raised the state’s minimum wage and provided every employee with paid sick leave. Carlo has a BA in Political Science from Western Washington University and a law degree from the University of Washington.

Katy Taylor is the Chief Operating Officer at DNR under Commissioner Franz
 
Prior to joining DNR, Katy served as Director of Employee Engagement Programs for Alaska Airlines. From 2007 to 2015, she was the Assistant Secretary for Strategic, Enterprise, and Employee Services at the WSDOT. And Katy has experience in the timber industry, having worked at Weyerhaeuser Company from 1995 to 2007. At Weyerhaeuser, she held positions such as Business Safety Manager and Manager of Disaster Relief Programs.

Csenka Favorini-Csorba, is the Policy Director
 
Csenka (she/her) has been working in natural resource policy for over a decade. Prior to joining DNR, she co-led the forest program at an international non-profit that partners with companies to trace, create, and improve responsible supply chains that respect human rights and encompass key environmental protections. There she not only led large scale conservation projects that touched millions of acres in British Columbia and throughout the US Southeast, but also provided strategic guidance to Chief Sustainability Officers and other company leaders as they developed and implemented new natural resource management policies. She has been at DNR since January 2021.

Patrick DePoe is the Director of Tribal Relations for DNR.  
 
Patrick is a member of the Makah Tribe and grew up in Neah Bay on the reservation. For the past six years, he has served on the Makah Tribal Council, most recently as Vice Chairman. In that role, he worked with Tribes and state and federal agencies on a wide-range of issues, including emergency preparedness, COVID-19 response, climate resilience, and habitat restoration. Patrick’s knowledge of natural resources issues is extensive. Notably, he co-chairs the Natural Resources Subcommittee of the BIA’s Tribal-Interior Budget Council. He also serves on the Pacific Fishery Management Council, Northwest Indian Fish Commission, Low-carbon Energy Siting Study Advisory Board, and Environmental Justice Council. Patrick received his degree from the University of Washington.

Brian Considine is the Legislative Director for DNR.
 
Brian previously was the Legal and Legislative Manager for the Washington State Gambling Commission and an Assistant Attorney General for Washington State Attorney General's Office. His undergraduate degree is from John Carroll University in Cleveland, OH and he has a law degree from Seattle University School of Law.

Eliseo “EJ” Juárez is the Director of Equity and Environmental Justice for DNR.
 
Previously, he was the Public Policy Manager for the Group Health Foundation where he worked to accelerate efforts to improve health equity and advance community aspirations for a vibrant, healthy future. He has also served as the Community Partnerships and Government Relations Manager for the Seattle Public Library.

Michael Kelly is the Director of Communications for DNR.
 
Prior to joining DNR, Michael spent two decades in the non-profit sector, most recently at Seattle-based Forterra where he led strategic communications focused on its "Land for Good" mission. Before Forterra, Michael spent 11 years as Director of Communications for Clean Water Action/Clean Water Fund, a national organization headquartered in Washington, D.C. He led a communications team that secured state and national policy wins, helped elect candidates for local, state, and federal office, and publicized Clean Water Action’s research. He also provided communications and marketing direction for state and national programs, along with coordinating communications for national coalitions focused on winning strong federal protections for our nation's waters.

Bevin’s background spans a diverse array of projects through an equity lens in economics, healthcare policy reform, community outreach, non-profit management, and agricultural and economic development in minority farming communities throughout Washington state.
