PROPOSED RICHLAND 16 LAND BANK EXCHANGE

DNR proposes to exchange state trust lands no longer suitable for trust ownership with properties that have greater revenue potential to support the trust beneficiaries. Following the exchange, the properties no longer held in trust ownership will be positioned for sale, with proceeds used to purchase more productive properties.
 
Benefits
The exchange will:
  • Consolidate State trust lands to improve management efficiency and marketing options for the trust revenue.
  • Enhance the sustainability of working trust landscapes to provide for future generations.
  • Facilitate the sales at public auction, of properties no longer suitable for trust ownership.
This exchange involves state trust land belonging to the Common School Trust, located in Benton County; and Land Bank properties located in Benton, Kitsap, Skagit and Snohomish Counties.

Public Hearing
 
DNR will hold two public hearings for the Richland 16 Land Bank Exchange to share information and to receive information and testimony from the public.

Following the evaluation of hearing testimony and a property appraisal, DNR will finalize an exchange proposal to present to the Board of Natural Resources for a final decision at one of its regularly scheduled monthly meetings. The Board meeting provides an additional opportunity for public comment. 
 
DNR has also provided a Zoom webinar option for a remote public hearing participation option. Attendees need to register in advance of the public hearing using the following link listed below. Once registered, attendees will receive a confirmation email containing information about joining the webinar and information on any optional phone information.

Written testimony must be received by March 28, 2022. DNR encourages written testimony from interested parties. Attendance at this meeting is not required to testify regarding this exchange, and written testimony is equivalent to in-person verbal testimony. COVID Health Requirements
Due to the COVID-19 pandemic and directives by the Washington State Department of Health (www.coronavirus.wa.gov), DNR will practice COVID-safe entry to, and participation in, the public hearing. All participants will be required to:
  • Physically distance with at least 6 feet of separation when standing in-line for entry to the event;
  • Sit in designated seats placed a minimum of 6 feet apart (same household can share multiple seats);
  • Bring and wear a COVID-safe face mask;
  • Avoid congregating in groups while at the event;
  • Sign a COVID health questionnaire checklist.
DNR will provide hearing testimony locations at a safe distance from other participants. No food or drink will be allowed at this event.
 
Do not attend this event if you have a fever, cough, shortness of breath or difficulty breathing, loss of taste or smell, or exposure to someone with a confirmed case of COVID-19.
