Public hearings on new rules for selling older, longer vessels
Hearings will be in Mount Vernon, Vancouver, and Seattle

OLYMPIA – The Washington State Department of Natural Resources (DNR) will hold three public hearings regarding new rules on the sale of older, longer vessels, as directed by the 2013 Washington State Legislature. At each of the hearings, DNR will take public comment on the proposed rules and the economic analysis.

 Why:

 

In 2013, the Washington State Legislature passed  ESHB 1245 to strengthen the state’s authority to address derelict and abandoned vessels. The bill requires vessel inspections for owners of vessels that are more than 65 feet in length and older than 40 years prior to transferring the vessel. This rule proposal requires public input.

Proposed rule
After July 1, 2014, owners of vessels more than 65 feet in length and more than 40 years old must obtain a vessel inspection prior to transferring such vessels. Owners must provide a copy of the vessel inspection documentation to the transferee and the Washington State Department of Natural Resources prior to the ownership transfer. Owners who comply will avoid secondary liability if the vessel is later abandoned by the transferee or becomes derelict prior to a subsequent ownership transfer.
